Run a routine from a Slack event

Create a routine that starts only when [SLACK EVENT, e.g. a message in #channel containing "needs repro"] happens and runs /[SKILL]. Keep the matching rule narrow and never trigger on every message. Before enabling, tell me exactly what will trigger it, then run one test on a safe example that stops before posting, sending, or changing anything.
